Preliminary Goals & Objectives
As part of the study process, the District is developing goals and objectives for the study that will be used to evaluate components and select a recommended plan for flood damage reduction and ecosystem restoration.

The studys preliminary goals and objectives were crafted in collaboration with an Initial Stakeholder Group that participated in regular study updates with the District since the study began. These goals and objectives are considered preliminary while the District collects comments during the public scoping period. The goals and objectives will be reevaluated based on the comments received. As the study moves into phase two of the study process and begins in-depth analyses of components for flood damage reduction and ecosystem restoration, the goals and objectives will be finalized.

All goals and objectives are considered federal and local unless otherwise identified as 'Local Only.' Federal goals and objectives satisfy the mission of the U.S. Army Corps of Engineers, while local goals and objectives have been identified to address the interests of the local community. The purpose of developing local goals and objectives that work in conjunction with federal goals and objectives is to identify the best plan for the community.


Preliminary Goals
  • Conduct the necessary engineering, economic, and environmental studies in a timely manner to evaluate flood damage reduction, ecosystem restoration and enhancements, and recreation measures along Buffalo Bayou and lower White Oak Bayou.
  • Identify a viable project that is acceptable to the public, local sponsors, and the Corps of Engineers.
  • Select a recommended plan that is competitive for federal appropriations.
  • Outside the selected federal plan, identify and prioritize viable alternatives for flood damage reduction and environmental enhancements that could be locally funded. (Local Only)

Preliminary Objectives
Flood Damage Reduction Objectives
  • Reduce damages due to riverine flooding along Buffalo Bayou and lower White Oak Bayou.
  • Identify a plan that reasonably maximizes the net economic benefits for the purpose of flood damage reduction.
  • Develop flood damage components that enhance or complement the environment where possible.
  • Do not increase the risk of flooding in any location. (Local Only)
Ecosystem Restoration Objectives
  • Identify and evaluate opportunities for ecosystem restoration.
  • Identify and evaluate opportunities for environmental enhancements. (Local Only)
Possible Ideas for Ecosystem Restoration
  • Identify and evaluate opportunities to improve streambank stability and habitat along Buffalo Bayou.
  • Identify and evaluate opportunities to restore, create, or expand the vegetation buffer zone adjacent to Buffalo Bayou and lower White Oak Bayou.
Recreation Objectives
  • Identify and evaluate opportunities to improve the aesthetics and recreational features, and the resulting economic benefits along Buffalo Bayou and lower White Oak Bayou.
* Recreational features include hike and bike trails and open space.

General Objectives
  • Strive to preserve cultural resources and plan to minimize and mitigate unavoidable adverse impacts to these resources.
  • Strive to identify and form partnerships with other entities to participate in this study.
