Study Overview
The Harris County Flood Control District is undertaking the Halls Bayou Federal Feasibility Study to identify a comprehensive plan designed to reduce damage due to flooding along Halls Bayou. The District began the study in 2006, in partnership with the U.S. Army Corps of Engineers. It is anticipated that the study will take approximately seven years to complete.
The Halls Bayou Watershed
As a tributary of Greens Bayou, Halls Bayou is located in north central Harris County and includes the City of Houston and unincorporated areas of Harris County, with approximately 197,000 people living in the area. Flowing east to join Greens Bayou, it covers nearly 45 square miles and is approximately 20 miles in length. Halls Bayou collects drainage from west of Veterans Memorial Drive eastward until it joins Greens Bayou at Brock Park near Ley Road.
The Halls Bayou Watershed consists primarily of developed urban land with a mix of residential, commercial and industrial uses, as well as some pockets of undeveloped land. There are more than 5,700 structures in the mapped 1% (100-year) floodplain of Halls Bayou.
Study Purpose
The District is conducting the Halls Bayou Federal Feasibility Study to identify a plan that would address flooding problems along Halls Bayou and is following Federal guidelines in an effort to qualify for Federal funding. If Federal participation is secured, the District will partner with the U.S. Army Corps of Engineers to bring greater flood damage reduction benefits to the communities along Halls Bayou.

Flood Damage Reduction
Throughout Harris County, the District uses a number of techniques, or components, to reduce damages due to flooding. Components that may be considered as part of the study include:
When considering flood damage reduction components, the District must evaluate the beneficial and adverse impacts to environmental, social and economic resources. Some of these include impacts to natural resources, construction costs, economic value of homes, neighborhoods and businesses, and water quality.

Although the District does not fund recreational amenities, recreational sponsors could build trails and other amenities along the channel and throughout the basins when the project is complete.
