The Harris County Flood Control District, in partnership with the U.S. Army Corps of Engineers, Galveston District, will hold in the north Houston area three identical public meetings, two in English and one in Spanish, to discuss the Halls Bayou Federal Feasibility Study. In accordance with the National Environmental Policy Act (NEPA), the purpose of these meetings is to inform residents and stakeholders about the federal study and to present an opportunity for the public to provide input about study details and area flooding problems. The public is encouraged to attend.
About The Halls Bayou Federal Feasibility Study
The District initiated the study in 2005 with the Corps of Engineers as the federal partner. The study covers the length of Halls Bayou, which is located in north central Harris County and includes portions of the City of Houston and unincorporated areas of Harris County, with approximately 197,000 people living in the area. The Halls Bayou watershed and study area cover nearly 45 square miles. Halls Bayou collects drainage from west of Veterans Memorial Drive eastward and flows south until it joins Greens Bayou at Brock Park near Ley Road. The bayou is about 20 miles in length.
The District is conducting the Halls Bayou Federal Feasibility Study to identify a plan that will reduce the risk of flooding along Halls Bayou. In addition, the District is following federal guidelines as part of the study in an effort to qualify and compete for federal funding. If federal participation is secured, it will bring greater flood damage reduction benefits to the communities along Halls Bayou more quickly than using local funding alone. The study will take approximately five to seven years to complete and will include a review of current and past flooding conditions and the identification and evaluation of opportunities for flood risk management.
Meeting Details
Two meetings will be conducted in English and a third will be conducted in Spanish. Each meeting will consist of three parts: 1) an informal open house, 2) a presentation introducing the study, and 3) a period for verbal and written public comments. During the period for verbal comments, the public is encouraged to provide information that may be relevant to the study and to area flooding. During the open house, representatives from the District and its study team will be available to answer questions.

Public comments are encouraged. Written and verbal comments will be received at the public meetings. Written comments can also be submitted through this website. To be included in the public record, comments should be postmarked by March 23, 2009.
