Halls Bayou Federal Feasibility Study

Public Input

Public Meetings
At various milestones during the study process, the Harris County Flood Control District will host community-wide public meetings for residents in the study area.

The District, in partnership with the U.S. Army Corps of Engineers, Galveston District, held three identical public meetings, in the north Houston area, two in English and one in Spanish, to discuss the Halls Bayou Federal Feasibility Study. In accordance with the National Environmental Policy Act (NEPA), the purpose of these meetings is to inform residents and stakeholders about the federal study and to present an opportunity for the public to provide input about study details and area flooding problems. The public was encouraged to attend.


Meeting Details
Two meetings were conducted in English and a third was conducted in Spanish. Each meeting consisted of three parts: 1) an informal open house, 2) a presentation introducing the study, and 3) a period for verbal and written public comments. During the period for verbal comments, the public was encouraged to provide information that may be relevant to the study and to area flooding. During the open house, representatives from the District and its study team were available to answer questions.

All three meetings were held on the following dates at MacArthur Senior High School, 4400 Aldine Mail Route, Houston, TX 77039.

The meetings were held in an accessible location for persons with disabilities.

Public Comments
Public comments are an important part of study planning. When the public is involved in the study planning process, the feedback helps create projects that meet community needs, which is why the public is encouraged to provide information that may be relevant to the Halls Bayou study area. In addition, public comments will aid in developing a baseline condition for the study area and assist in the identification and evaluation of components for flood damage reduction. All comments will be documented, reviewed and considered during the study.

Please note that the comment period for the official public record ended on March 23, 2009. Comments regarding the study can still be submitted and are encouraged but will not be included as part of the official public record for the meetings noted above.
