Halls Bayou Federal Feasibility Study

Stakeholders

Study Stakeholder Group
In the early months of the study, the Federal Study Team began public involvement efforts by communicating with key stakeholders in the Halls Bayou community. The purpose of the stakeholder group is to provide ongoing, publicly derived input to the study team about the Halls Bayou Federal Feasibility Study.

The stakeholder group members are asked to provide the Harris County Flood Control District with feedback on the flooding problems along the bayou and potential solutions to those problems. In addition, they are asked to help the District communicate with the Halls Bayou community. By participating with the study team, the stakeholder group helps to develop an effective flood damage reduction plan for Halls Bayou.

The group is composed of core stakeholders with demonstrated long-term, ongoing interest in the Halls Bayou community, representing the following categories:
  • Residents
  • Local Business and Community Leaders
  • Community Advocates and Institutions
  • Environmental Organizations
  • Public Access/Recreation Interests
  • Public Infrastructure
  • Public Health
Central to the stakeholder search process was the effort to obtain broad geographic and interest-based diversity, as well as participants with a demonstrated commitment to their community.

Working Together
The meetings with the stakeholders have included educational topics such as background information on the Corps federal study and planning process; types of flood damage reduction measures; federal project funding economics and environmental enhancements, in addition to updates on the engineering, economics and environmental data collections for the study.

During the first phase of the study, the stakeholders actively assisted the Federal Study Team in the development of preliminary goals, objectives and constraints that will be used to evaluate components and select a recommended plan for flood damage reduction along Halls Bayou.
