Greens Bayou Wetlands Mitigation Bank Receives New Credits For Sale

January 12, 2006
The Harris County Flood Control District has recently received 100 new credits to sell at its 1,400-acre wetland project called the Greens Bayou Wetlands Mitigation Bank in northeast Harris County. The credits, issued by the U.S. Army Corps of Engineers, are being marketed to developers and public entities whose projects have unavoidable impacts on area jurisdictional wetlands. Not only does the site help conserve and preserve the environment, it provides an easy alternative to mitigate those impacts.

By purchasing credits from the mitigation bank, developers can avoid hiring environmental consultants to create their own wetlands mitigation projects, allocating a portion of their developments to mitigation and paying for on-going monitoring of wetlands. Furthermore, science has shown it is more ecologically beneficial to mitigate wetlands in a single, large parcel of land, rather than in pockets scattered throughout the county.

The mitigation bank site also serves to clean storm water runoff from Beltway 8. Rather than allowing stormwater from Beltway 8 to travel through storm sewers and empty directly to Greens Bayou, the wetlands' polishing ponds and marshes, located in Subdivision B, filter pollutants naturally from the water and temporarily store it at the wetlands site to lessen area flooding. In the wetlands, the water serves as a hydrology source for various habitats. It eventually makes its way into the bayou in a cleaner state.

The monies collected from the sale of wetland mitigation credits will fund future bank-related operations and help ensure the success of the mitigation bank.

The Greens Bayou Wetlands Mitigation Bank is located near the confluence of Greens and Garners bayous, where mitigation credits have been available since 1999. The mitigation bank is only partially complete; there are plans for additional wetland habitat areas to be created in the future, as well as an educational facility onsite.
