Poor Farm Ditch Conveyance Improvements Project

Frequently Asked Questions
What is Poor Farm Ditch?
It is a channel located between the cities of Southside Place and West University Place. Stormwater from the area flows into Poor Farm Ditch. The ditch is located within the larger Brays Bayou watershed.
What is the Poor Farm Ditch Conveyance Improvements Project?
The Poor Farm Ditch Conveyance Improvements Project is a preliminary engineering effort to explore possible improvements to Poor Farm Ditch between Bellaire and University boulevards.
Why does Poor Farm Ditch need to be replaced?
The concrete-lined ditch is more than 50 years old and is nearing the end of its expected lifespan. The Harris County Flood Control District has repaired the ditch on numerous occasions, but these repairs have been short-term fixes only.
Who is participating in the Poor Farm Ditch Conveyance Improvements Project?
The Harris County Flood Control District, the cities of Southside Place, West University Place and the City of Houston are participating in the project. In addition, a technical stakeholders group has been created to review information during the process. Members of the technical stakeholders group include representatives of the neighborhoods involved, along with representatives of the Harris County Flood Control District and the cities of Houston, Southside Place and West University Place.
What results are expected from the Poor Farm Ditch Conveyance Improvements Project?
The project's goal is to determine the most effective plan for replacing Poor Farm Ditch. The best outcome will have the input and support of cities and stakeholders involved.
What kinds of improvements are being considered?
In 2004, a multi-year study known as the Poor Farm and Kilmarnock Regional Study suggested that the capacity of Poor Farm Ditch between Bellaire and University boulevards should be increased to improve stormwater management in the area. Improvements currently being considered include expanding the ditch to achieve the recommended capacity and replacing the existing channel with a new concrete-lined channel.
How does the Poor Farm Ditch Conveyance Improvements Project affect me?
Stormwater management affects everyone. Better drainage means less risk of flooding and property damage. The Harris County Flood Control District and its partner cities are committed to reducing the risk of flooding. Work on Poor Farm Ditch may be inconvenient in the short term but in the long term is invaluable.
If I live along the ditch, what does this mean to me?
You may already have seen surveyors and other consultants in the area. They are creating a detailed survey of the project area. The survey will show city, county and utility easements, structures, utilities, and significant vegetation. We strongly urge you to research and understand where your property line and easements are located in relation to the ditch. Improvements to the ditch may affect personal property that has been constructed on public easements. During this phase of the project, options for improvements will be discussed and a recommendation for design and construction will be made this year.
How do I keep up with the progress of this project?
Information is posted at the Harris County Flood Control District website at www.hcfcd.org.
