Ultimate Conveyance Improvement Project
Design
The channel design has been completed and CivilTech Engineering, Inc. (CEI) is now in the process of securing the required signatures from the utility companies and the City of Houston on the final design plans.
Before the Department of Public Works and Engineering for the City of Houston will sign off on the plans, they have required that 1) City Council approve the Interlocal Agreement and 2) the utility companies (SBC and CenterPoint) sign the plans.
The Interlocal Agreement was on the Jan. 4, 2006 City Council agenda but was tagged by Councilmember Toni Lawrence. HCFCD is working with the Councilmember's office and the Department of Public Works and Engineering to address any outstanding issues. UPDATE: The item was back on the Jan. 11, 2006, City Council meeting agenda and was approved.
The utility companies, SBC and CenterPoint, have requested that HCFCD reflect as builts, or the incorporation of the utility relocations completed for the Phase 1 and Phase 2 Vogel Creek projects, in the final plans before they will sign them. CEI has provided the necessary documentation and is coordinating with the utilities to obtain signatures.
Once the City of Houston has approved the final plans and the Interlocal Agreement has been approved, the project will be submitted to Commissioners Court for approval to advertise for bids.
Utility Adjustment Work
SBC is nearly complete with their relocations of utilities along the Vogel Creek channel.
CenterPoint Electric and Gas required HCFCD to dedicate new utility easements prior to the start of their utility relocations. HCFCD completed the survey documents for the new utility easements and provided that information to CenterPoint. The same documents are scheduled to be on the Jan. 10, 2006 Commissioners Court agenda for approval. (Commissioners Court must approve the dedicated utility easements because it involves an exchange of public property.) CenterPoint will then have 90 working days to complete their relocation work.
The project team anticipates this utility work will coincide with the bid process.
Right-of-Way
The Harris County Right of Way Department has secured all of the residential tracts needed for the Vogel Creek project.
HCFCD and the Inwood Forest Golf Course have reached an agreement in principle in regards to the commercial property needed for the Vogel Creek project. We will provide additional information once the negotiations are complete.
Communication with Residents
A packet of information (letter, project schedule and brochure) was distributed to residents in the Vogel Creek area in November.
