2018 Bond Program Project Update: Baywood Stormwater Detention Basin - Phase 1 is Substantially Complete!

The Harris County Flood Control District, in partnership with the City of Deer Park and Harris County Precinct 2, is celebrating a major milestone: Phase 1 of the Baywood Stormwater Detention Basin Project is now substantially complete as of April 2025!

The project is located on 136 acres near Red Bluff Road and Genoa Red Bluff Road in Southeast Harris County. This important project is designed to reduce flooding in the Armand Bayou watershed by temporarily storing excess stormwater during heavy rains. The dry-bottom basin safely holds water and then gradually releases it back to the bayou once the risk of flooding has passed.

Project Highlights:
• Storage Capacity: Phase 1 holds approximately 210 acre-feet of stormwater, which is equivalent to 68 million gallons or 210 football fields each covered with a foot of water! The full build-out will eventually provide more than 500 acre-feet of storage.
• Construction Scope: Crews cleared land, excavated 208,000 cubic yards of soil, graded the site, and installed an outfall into Flood Control Unit B113-00-00.
• Future Work: Once fully complete, the Baywood Stormwater Detention Basin will feature four dry-bottom compartments, boosting stormwater management capacity in this flood-prone area.
• Community Impact: This project is a key step in reducing flooding risks along B113-00-00, benefiting the Pasadena area, just north of Genoa Red Bluff Road and south of Armand Bayou.
While this is an important milestone, there's still work to come!
