Phase 2 of this project has been officially advertised by the Harris County Purchasing Department, which is now accepting bids from qualified contractors to construct this flood risk reduction project.
Before construction can begin, construction companies must submit proposals that outline how they will build the project and how much it will cost. The Flood Control District will review those proposals and select a contractor. Once a contractor is selected and contracts are finalized, construction can begin.
About this Project
The Genoa Red Bluff Regional Stormwater Detention Basin – Phase 2 project will construct two dry-bottom compartments on approximately 227 acres in the Armand Bayou watershed.
A detention basin temporarily holds stormwater during heavy rain events. By storing excess stormwater, the detention basin helps reduce the risk of flooding in the area.
The stormwater detention basin is designed to hold approximately 1,100 acre-feet of stormwater. That is roughly the equivalent of covering 1,100 football fields with one foot of water.

Funding
- This project is receiving funding up to $53.1 million through the Community Development Block Grant – Disaster Recovery (CDBG-DR) program, provided by the U.S. Department of Housing and Urban Development and administered by the Texas General Land Office.
- The project is located in southeast Harris County, south of West Fairmont Parkway and east of Red Bluff Road in the City of Pasadena.
