December 14, 2021 – The Flood Control District transmitted a preliminary engineering report dated October 2021 for this project.

March 24, 2020 – Harris County Commissioners Court approved $520,000 for engineering services for a preliminary engineering report for this project.

August 28, 2018 – Harris County Commissioners Court authorized and initiated this project.

Project Description

The Hughes Stormwater Detention Basin (HCFCD Unit A500-04-00) will help reduce flooding risks in the Clear Creek watershed by storing excess floodwater during times of heavy rain and releasing it back to the creek when the threat of flooding has passed.

On December 14, 2021, a PER was presented to and approved by Harris County Commissioners Court. It includes an alternative for a basin that will maintain a permanent pool of water for maximum stormwater detention. Following approval of the PER, the Flood Control District is working to secure funding for the remaining stages of project. This includes design and construction stages. The estimate time to secure funding is approximately one (1) year. Once funding is secured, the Flood Control District will proceed with design and phased construction of the basin.

Location

The basin will be located on an undeveloped 100-acre site along Clear Creek, south of El Franco Lee Park.

Stage

This project is in the PRELIMINARY ENGINEERING stage. In this stage, engineers and environmental specialists develop and evaluate possible alternatives, prepare mitigation site plans, project specifications and detailed cost estimates.

Bond Project Listing

Bond Project F-76 is categorized as a “Local Only” 2018 Bond Program project. This means there is no other funding partner at this time and total project costs would be paid with bond funding. The Bond Project List includes a total allocation for all stages and phases of this project of $6.1 million.

Every flood damage reduction project is unique. Yet each project begins and ends, with common and predictable milestones along the way. Whether a project moves forward – and how quickly – depends on many factors, including the availability of funding at each milestone, shifting community priorities for flood damage reduction, and other changing circumstances (such as the price of trees or concrete) from year to year.
