Roles and Responsibilities per Organization:

US Army Corps of Engineers:

  • Management and operations of Addicks and Barker Reservoirs
  • Management and operations of navigation channels
  • Federal planning and regulatory responsibilities, including environmental permitting

Federal Emergency Management Agency:

  • National Flood Insurance Program
  • Floodplain mapping
  • Rental assistance associated with home buyouts
  • Additional regulatory and emergency response functions

Harris County:

  • Public health services
  • Public infrastructure, engineering, and localized drainage
  • Pollution control
  • Harris County Sheriff’s Office
  • Community centers and services
  • Many other civil services
