Z-08 Preliminary Engineering for Large Diameter Tunnels for Stormwater Conveyance

Project Description

This short-term study is being implemented to take a high-level look at the feasibility of potentially constructing large diameter deep tunnels to help move stormwater out of Harris County. The study is intended as a phase one approach to look at soil types, geotechnical challenges specific to Harris County, hydraulic capacity and impacts, scheduling and cost projections, and compare conditions in Harris County with other active and completed tunnel projects around the United States and the world.

Harris County Flood Control District is funding this study through a $320,000 grant from the U.S. Economic Development Administration and an $80,000 cost-share from the HCFCD bond program.

Harris County Flood Control District is working with experts from Freese and Nichols, Parsons, Brierley Associates, Terracon, HVJ, Sowells Consulting Engineers and Middleton Brown for this study.

LOCATION

This study will be countywide and is not scoped to focus on any particular alignment/location at this phase.

Project Milestones

May 14, 2019 – Harris County Commissioners Court authorized a $400,000 agreement with an engineering firm to conduct a feasibility study in support of this project

April 30, 2019 – Harris County Commissioners Court authorized negotiations with an engineering firm for engineering and related consulting services in connection with a study of the feasibility of constructing large-diameter stormwater conveyance tunnels

February 26, 2019 – Harris County Commissioners Court authorized the Harris County Flood Control District to accept a $320,000 grant with a required match of $80,000 from the U.S. Department of Commerce in support of this project

June 26, 2018 -- Harris County Commissioners Court authorized the Harris County Flood Control District to apply for a grant from the U.S. Department of Commerce in support of this project
