May 10, 2022 –Harris County Commissioners Court declared a public purpose and public necessity to acquire eight tracts of land in support of this project.

September 14, 2021 – Harris County Commissioners Court has approved the substantial completion for Phase 2 excavation of this project.

August 10, 2021 – Harris County Commissioners Court authorized the Flood Control District to apply for a Texas Waters Development Board grant in support of this project

May 11, 2021 – Harris County Commissioners Court approved a change in contract , adding 24 calendar days and resulting in no change in contract amount for construction stage services in support of this project.

March 9, 2021 – Harris County Commissioners Court authorized the addition of $925,269 in 2015 CDBG-DR funds to cover the cost of additional excavation.

August 11, 2020 – Harris County Commissioners Court approved the low bid in the amount of $1,914,580 for construction of this project.

June 30, 2020 - Harris County Commissioners Court authorized the Flood Control District approval of projects scheduled for advertisement: 1) hazardous tree and tree limb removal service, 2) excavation of Helms Road stormwater detention basins, and 3) repairs to the detention basin near Ellington Field Airport in support of drainage improvements.

May 19, 2020 – Harris County Commissioners Court approved updates to project details in the 2018 Bond Program List. Update changes project title to remove reference to "CDBG" for consistency; project funding also updated based on engineers estimate.

February 25, 2020 – Harris County Commissioners Court approved a $12,767 agreement with an engineering firm for materials engineering and testing services in support of Phase 1 of the Helms Stormwater Detention Basin

January 2020 – Construction began.

November 12, 2019 – Harris County Commissioners Court awarded a $703,427 construction contract in support of this project.

October 8, 2019 – Harris County Commissioners Court approved the Helms Road Stormwater Detention Basin project to advertise for construction bids.

October 8, 2019 – Harris County Commissioners Court accepted a Preliminary Engineering Report regarding this project 

July 30, 2019 – Harris County Commissioners Court authorized negotiations with an engineering firm for materials engineering and testing services in support of this project.

PROJECT DESCRIPTION

Bond Project C-01 will construct channel conveyance improvements and a pair of stormwater detention basins to reduce the risk of flooding by taking in excess stormwater during heavy rain events and then releasing it slowly back to the channel when the threat of flooding has passed. To expedite construction and provide immediate flood relief while the project is under development, the Flood Control District moved forward with excavation of the basins in winter 2020 and construction wrapped up in 2021. Once fully constructed, the stormwater detention basins are anticipated to hold 119 acre-feet, or nearly 39 million gallons, of stormwater that might otherwise flood homes and businesses.

This project is part the Watershed-Wide Project Implementation Program for Halls Bayou.

Location

The stormwater detention basin sites are located on two sites along Tributary P118-26-00, one south of E. Helms Road and the other is at the corner of E. Helms Road and Lillja Road.

This project is in the DESIGN stage.

Bond Project Listing

Bond Project C-01 is a “Partnership” project. The Flood Control District received a Community Development Block Grant for Disaster Recovery (CDBG-DR) grant for approximately $975,000 in connection with this project.

Additionally, the Flood Control District has been aggressively pursuing multiple grant opportunities, including a grant application to the Texas General Land Office (GLO) for Community Development Block Grant for Mitigation (CDBG-MIT) funding in October 2020 in the amount of about approximately $20.2 million for this project. While that specific application was not awarded, as of December 2021, Harris County is continuing to work with the GLO on a potential $750 million commitment of CDBG-MIT funding for Flood Control District flood risk reduction projects.

Project Lifecycle

Every flood damage reduction project is unique. Yet each project begins and ends, with common and predictable milestones along the way. Whether a project moves forward – and how quickly – depends on many factors, including the availability of funding at each milestone, shifting community priorities for flood damage reduction, and other changing circumstances (such as the price of trees or concrete) from year to year.
