Recent Actions

November 29, 2022 – Harris County Commissioners Court approved the purchase of three tracts of land in support of this project.

November 15, 2022 – Harris County Commissioners Court found that the Flood Control District has acquired an easement by prescription in connection with a tract of land on Halls Bayou Tributary P118-26-00 and authorized the Flood Control District to add the tract to its stormwater maintenance system. 

May 10, 2022 –Harris County Commissioners Court declared a public purpose and public necessity to acquire eight tracts of land in support of this project.

September 14, 2021 – Harris County Commissioners Court has approved the substantial completion for Phase 2 excavation of this project.

August 10, 2021 – Harris County Commissioners Court authorized the Flood Control District to apply for a Texas Waters Development Board grant in support of this project

May 11, 2021 – Harris County Commissioners Court approved a change in contract , adding 24 calendar days and resulting in no change in contract amount for construction stage services in support of this project.

March 9, 2021 – Harris County Commissioners Court authorized the addition of $925,269 in 2015 CDBG-DR funds to cover the cost of additional excavation.

August 11, 2020 – Harris County Commissioners Court approved the low bid in the amount of $1,914,580 for construction of this project.

June 30, 2020 - Harris County Commissioners Court authorized the Flood Control District approval of projects scheduled for advertisement: 1) hazardous tree and tree limb removal service, 2) excavation of Helms Road stormwater detention basins, and 3) repairs to the detention basin near Ellington Field Airport in support of drainage improvements.

May 19, 2020 – Harris County Commissioners Court approved updates to project details in the 2018 Bond Program List. Update changes project title to remove reference to "CDBG" for consistency; project funding also updated based on engineers estimate.

February 25, 2020 – Harris County Commissioners Court approved a $12,767 agreement with an engineering firm for materials engineering and testing services in support of Phase 1 of the Helms Stormwater Detention Basin

January 2020 – Construction began.

November 12, 2019 – Harris County Commissioners Court awarded a $703,427 construction contract in support of this project.

October 8, 2019 – Harris County Commissioners Court approved the Helms Road Stormwater Detention Basin project to advertise for construction bids.

October 8, 2019 – Harris County Commissioners Court accepted a Preliminary Engineering Report regarding this project 

July 30, 2019 – Harris County Commissioners Court authorized negotiations with an engineering firm for materials engineering and testing services in support of this project.

Every flood damage reduction project is unique. Yet each project begins and ends, with common and predictable milestones along the way. Whether a project moves forward – and how quickly – depends on many factors, including the availability of funding at each milestone, shifting community priorities for flood damage reduction, and other changing circumstances (such as the price of trees or concrete) from year to year.

Public Information Session

A series of projects in the Halls Bayou watershed are included in two separate applications for federal funding through the Community Development Block Grant for Mitigation (CDBG-MIT) Program. The projects included are Bond Project IDs: C-01, C-23, C-24, C-26, C-28, C-30 and C-41. A virtual Public Information Session to discuss these projects was held on:
