Recent Actions

June 30, 2020 - Harris County Commissioners Court authorized the Flood Control District to revise the scope of services and notice to real property owner document in support of drainage improvements.

May 19, 2020 – Harris County Commissioners Court approved updates to project details in the 2018 Bond Program List. Update corrects project title and funding to reflect project consolidation with Bond ID C-02; project funding also updated based on draft report information.

March 10, 2020 - Harris County Commissioners Court authorized the acquisition of five tracts of land in support of this project.

January 28, 2020 - Harris County Commissioners Court accepted a Preliminary Engineering Report for this project.

February 26, 2019 – Harris County Commissioners Court authorized an agreement between Harris County Community Services, Harris County Commissioner Precinct 2 and the Harris County Flood Control District to use $9.58 million in Community Development Block Grant-Disaster Recovery program funds in support of this project.

November 13, 2018 – Harris County Commissioners Court approved a $604,471 contract with an engineering firm for preliminary engineering of this project

This project involves several components to improve the conveyance of stormwater and to reduce flooding risks in the Western Homes Subdivision and along Aldine Mail Route Road: 

  • Excavation of unnamed Stormwater Detention Basins, HCFCD Unit P518-21-00 
  • And related channel conveyance improvements to channel P118-21-00 

Stormwater detention basins reduce flooding risks and damages during heavy rain events by safely storing excess stormwater and slowly releasing it back to the bayou when the threat of flooding has passed.

This project is part the Watershed-Wide Project Implementation Program for Halls Bayou.


This project will be located along channel P118-21-00, from Halls Bayou to just north of Aldine Mail Route Road.


This project is currently in the FINAL DESIGN stage. This stage of the project will result in a ready-for-construction project, then advanced to the CONSTRUCTION stage.

Bond Project C-25 is a “Partnership” project. The Flood Control District received an approximately $9.5 million Community Development Block Grant-DR grant for this project. Total allocation for this project is currently $13.5 million on the Bond Project List, of which approximately $9.5 million is partnership funding and $4 million is local funding.

Project Lifecycle

Every flood damage reduction project is unique. Yet each project begins and ends, with common and predictable milestones along the way. Whether a project moves forward – and how quickly – depends on many factors, including the availability of funding at each milestone, shifting community priorities for flood damage reduction, and other changing circumstances (such as the price of trees or concrete) from year to year.
