The Harris County Flood Control District, in partnership with Harris County Precinct 2 and the City of Deer Park, continues to advance the College Park Subdivision Drainage Improvements and Luella Stormwater Detention Basin project.
The project is designed to reduce flood risks and improve drainage within the College Park subdivision through the construction of a stormwater detention basin, improvements to the existing storm drains, and reconstruction of associated streets and sidewalks.
Project Milestones
- Design plans are nearly 50% complete.
- The final technical memo, which looked at different project options for the College Park subdivision, was approved by Harris County Commissioners Court on August 6, 2026.
- Right-of-way acquisition for the proposed stormwater detention basin was completed.
- Environmental investigations and permitting have been completed.
- A virtual community engagement meeting will be held at the end of the Design stage to share project details and benefits.

Funding
- The 2018 Bond Program is contributing approximately $5 million.
- This project is receiving partnership funding from the City of Deer Park up to $4.9 million through an interlocal agreement.
