September 24, 2019 – Harris County Commissioners Court authorized negotiations with Harris County concerning construction of a regional stormwater detention basin along Willow Creek Tributary M124-00-00 in support of this project.

July 30, 2019 – Harris County Commissioners Court authorized a $1.6 million agreement with an energy company to adjust pipelines in connection with this project 

April 30, 2019 – Harris County Commissioners Court authorized the Harris County Flood Control District to submit an application to the U.S. Department of Commerce/Economic Development Administration for a $3 million grant, with a required match of $3.5 million, for the Willow Creek Stormwater Detention Basin project 

November 13, 2018 – Harris County Commissioners Court approved a $901,245 agreement with an engineering firm to conduct preliminary engineering in support of this project 

August 28, 2018 – Harris County Commissioners Court authorized negotiations with an engineering firm for preliminary engineering and final design of this project

PROJECT DESCRIPTION

The M124-00-00 Channel Conveyance Improvements Project is located along a Willow Creek tributary formally identified as HCFCD Unit M124-00-00, from State Highway 249 to Willow Creek in northwest Harris County.

The project focuses on improving the conveyance of stormwater in the area, as well as reducing flood risk from SH 249 to Willow Creek, through the construction of stormwater detention basins. Stormwater detention basins reduce flooding risks by taking in and temporarily storing stormwater during heavy rain events and releasing the water back into the waterways when the threat of flooding has passed.

As part of these improvements, the project proposes multiple new detention basins along the M124-00-00 channel. The proposed improvements to the M124-00-00 channel would add approximately 390 million gallons of storage capacity (an approximate 2,164 percent increase in current storage capacity) to benefit the Willow Creek watershed.

This is project is currently allocated $21 million, as listed for Bond ID F-37 on the 2018 HCFCD Bond Program, approved by Harris County voters on August 25, 2018.
