Recent Actions

February 26, 2021 – Harris County Commissioners Court authorized change of contract No. 2 for environmental services resulting in no changes to the contract amount in support of this project.

July 28, 2020 – Harris County Commissioners Court approved an additional 47 days and $32,479 for the Aldine-Westfield stormwater detention basin, Phase 1 in the Greens Bayou Watershed in Precinct 1. Harris County Commissioners Court approved updates to project details in the 2018 Bond Program List. Update changes funding to reflect engineers estimate and pending construction bid.

July 30, 2019– Harris County Commissioners Court authorized an agreement with an engineering firm for an additional $185,020 in engineering services in support of this project. A Community Engagement Meeting was held for this project.

March 26, 2019– Harris County Commissioners Court awarded a $6.85 million contract for construction of Phase I (the south cell) of this project.

January 29, 2019– Harris County Commissioners Court approved a $49,976 agreement with an engineering firm for materials engineering and testing services in support of this project.

December 18, 2018 – Harris County Commissioners Court authorized an $100,000 amendment to a previous $543,000 agreement with an engineering firm to provide final design of this project.

October 9, 2018 – Harris County Commissioners Court authorized negotiations with a consultant for materials engineering and testing services in support of this project.

December 19, 2017 – Harris County Commissioners Court approved a $543,000 agreement with an engineering firm for design, bidding and construction phase engineering services in connection with this project.

Project Description

Bond Project C-33 will construct a two-phase stormwater detention basin to reduce the risk of flooding in the mid-reach stretch of Greens Bayou by taking in excess stormwater during heavy rain events and then releasing it slowly back to the channel when the threat of flooding has passed. Phase 1 was constructed to hold approximately 667 acre-feet of stormwater (approximately 217 million gallons), and Phase II is expected to hold another 600 acre-feet (190 million gallons) of stormwater once complete. Together, the two phases are anticipated to hold 1,250 acre-feet, or 407.3 million gallons, of excess stormwater that might otherwise flood homes and businesses.

South and north compartments will be constructed in two phases – the south compartment first – to allow for necessary environmental permitting. Eventually, the two basin compartments will be connected by a 48-inch pipe and will outfall into Greens Bayou. Prior to construction of Phase I (completed in March 2021), portions of the stormwater detention basin partially excavated via an earlier excavation and removal agreement.

The Aldine Westfield Stormwater Detention Basin is part of the comprehensive flood risk reduction plan for the mid-reach stretch of Greens Bayou, which includes construction of 11 miles of channel conveyance improvements and four stormwater detention basins: Aldine Westfield (Phase 1 complete), Glen Forest (complete), Kuykendahl (complete), and Lauder (Phase 1 under construction).

Location

This project is located south of Greens Road and north of Beltway 8, just off of Aldine Westfield Road.

Stage

Phase I of this project is COMPLETE. Phase II of this project is in the DESIGN stage.

Bond Project Listing

Total allocation for all future stages and phases of Bond Project C-33 on the Bond Project List is currently $15.1 million. Both phases have received funding through the Flood Control District's Capital Improvements Program and through the 2018 Bond Program. Phase I is fully funded. Total estimated cost for Phase II is $10.9 million and to fund the project to completion, a grant application for Community Development Block Grant Mitigation (CDBG-MIT) funding was applied for and submitted to The Texas General Land Office in October of 2020 in the amount of about $10 million.
