Recent Action

November 29, 2022 – Harris County Commissioners Court authorized the Flood Control District to submit a grant application to the Federal Emergency Management Agency’s 2022 Flood Mitigation Assistance program in support of this project.

PROJECT DESCRIPTION

Bond Project C-30 will construct channel conveyance improvements and construct a stormwater detention basin to reduce the risk of flooding by taking in excess stormwater during heavy rain events and then releasing it slowly back to the channel when the threat of flooding has passed.

As part of the preliminary engineering stage, the Flood Control District is evaluating various alternatives, including channel conveyance improvements and stormwater detention basins, to determine the optimal solution for reducing the risk of flooding in this area.

This project is part the Watershed-Wide Project Implementation Program for Halls Bayou.

This project is located near the intersection of Gulf Bank Rd and Airline Dr

Location

Tributary P118-27-00 is located between Sweetwater Lane and Airline Drive. The exact project location is yet to be determined.

Stage

This project is currently in the PRELIMINARY ENGINEERING stage and is expected to wrap up in summer 2022. This stage of the project will result in a preliminary engineering report with a recommended project that can be taken to Harris County Commissioners Court for approval and then advanced to the DESIGN stage. The preliminary engineering report may identify needed right-of-way acquisition, utility relocation and a preliminary cost estimate.

Bond Project Listing

Bond Project C-30 is a potential “Partnership” project. Total allocation for this project is currently $12 million, of which approximately $10.8 million would be partnership funding, if granted, and $1.2 million would be local costs.

Additionally, the Flood Control District has been aggressively pursuing multiple grant opportunities, including a grant application to the Texas General Land Office (GLO) for Community Development Block Grant for Mitigation (CDBG-MIT) funding in October 2020 in the amount of about approximately $23.9 million for this project. While that specific application was not awarded, as of December 2021, Harris County is continuing to work with the GLO on a potential $750 million commitment of CDBG-MIT funding for flood risk reduction projects across Harris County.

Virtual Public Meeting

The Harris County Flood Control District held a virtual Community Engagement Meeting for the Tributary P118-27-00 Preliminary Engineering Project located in the Halls Bayou watershed. The purpose of this meeting was to inform residents about the status of the project and share project information.

Public Information Session

A series of projects in the Halls Bayou watershed are included in two separate applications for federal funding through the Community Development Block Grant for Mitigation (CDBG-MIT) Program.
