August 24, 2021 – Harris County Commissioners Court authorized a $867,032 agreement for preliminary engineering services in support of this project.

April 28, 2020 – Harris County Commissioners Court authorized and initiated a project from the 2018 Bond Program that provides funding for design and construction of general drainage improvements in the Willow Creek watershed.

May 11, 2021 – Harris County Commissioners Court authorized the Flood Control District to negotiate an agreement to provide preliminary engineering and design services in support of this project.

PROJECT DESCRIPTION

This project involves the preliminary engineering, design and construction of a stormwater detention basin in the drainage area of Willow Creek Tributary M120-00-00. The Boudreaux Stormwater Detention Basin will be constructed as a multi-phase project. The stormwater detention basin will reduce the risk of flooding in the Willow Creek watershed by taking in excess stormwater during heavy rain events and then releasing it slowly back to the channel when the threat of flooding has passed. Once all phases are completed, the basin is anticipated to hold at least 1,748 acre-feet of excess stormwater that might otherwise flood homes and businesses. This project is tentatively named after the nearby Boudreaux Road and is formally identified as HCFCD Unit M500-10-00.

Location

The proposed Boudreaux Stormwater Detention Basin is located on the main stem of Willow Creek, just north of State Highway 99 and Boudreaux Road. The project site is a total of 303.82 acres. The project is located in unincorporated northwest Harris County Precinct 3.

Stage

The Boudreaux Stormwater Detention Basin Project is currently in the late stage of the preliminary engineering stage. Once the Preliminary Engineering Report is transmitted through Harris County Commissioners Court the project will then move into the design stage.

History

The Boudreaux Stormwater Detention Basin project is the result of the Willow Creek Watershed Planning Project that was completed in 2021. The Willow Creek Watershed Planning Project is a watershed wide plan for major stormwater infrastructure improvements in the watershed of Willow Creek. The planning project investigated flooding problems, identified ongoing proposed flood mitigation projects, and evaluated and recommended potential projects to reduce the risk of flooding within the Willow Creek Watershed. The planning project identified nine regional detention basins with the goal of providing 840 acres of detention storage within the watershed. The Boudreaux Stormwater Detention Basin project was the top recommended project to move forward.

Bond Project F-106 is a “Local” Only” bond project, which means there is no other funding partner at this time and total project costs would be paid with bond funding. Total funds for right-of-way acquisition, design, and construction of general drainage improvements is $15 million.
