November 30, 2021 – Harris County Commissioners Court authorized a change in the construction contract for the M124-00-00 channel excavation and stormwater detention basin Phase I project, adding 22 calendar days and resulting in no change to the contract amount.

October 12, 2021 – Harris County Commissioners Court approved a change order adding 29 calendar days with no increase in the construction contract amount.

September 15, 2020 – Harris County Commissioners Court authorized an agreement with Harris County Toll Road Authority for design, construction and maintenance of a new segment of HCFCD Unit M124-00-00 from the Tomball Tollway to south of FM 2920.

July 28, 2020 – Harris County Commissioners Court authorized a tract for channel conveyance improvements to M124-00-00, Phase II project in Precinct 4 for this project.

June 6, 2020 – Harris County Commissioners Court approved a $1,040,000 agreement for the adjustment of pipelines for this project.

May 19, 2020 - Harris County Commissioners Court approved updates to project details in the 2018 Bond Program List. Update changes project title to include "Downstream of SH 249".

January 7, 2020 – Harris County Commissioners Court authorized negotiations with an engineering firm for materials engineering and testing services in support of channel excavation.

January 7, 2020 – Harris County Commissioners Court authorized the acquisition of six tracts of land in support of this project.

December 17, 2019 – Harris County Commissioners Court approved a land exchange and $782,444 payment to acquire 22.889 acres for channel conveyance improvements and stormwater detention in support of this project.

September 24, 2019 – Harris County Commissioners Court authorized negotiations with Harris County concerning construction of a regional stormwater detention basin along Willow Creek Tributary M124-00-00 in support of this project.

July 30, 2019 – Harris County Commissioners Court authorized a $1.6 million agreement with an energy company to adjust pipelines in connection with this project 

April 30, 2019 – Harris County Commissioners Court authorized the Harris County Flood Control District to submit an application to the U.S. Department of Commerce/Economic Development Administration for a $3 million grant, with a required match of $3.5 million, for the Willow Creek Stormwater Detention Basin project 

November 13, 2018 – Harris County Commissioners Court approved a $901,245 agreement with an engineering firm to conduct preliminary engineering in support of this project 

August 28, 2018 – Harris County Commissioners Court authorized negotiations with an engineering firm for preliminary engineering and final design of this project

PROJECT DESCRIPTION

The M124-00-00 Channel Conveyance Improvements Project is located along a Willow Creek tributary formally identified as HCFCD Unit M124-00-00, from State Highway 249 to Willow Creek in northwest Harris County.

Following an October 2020 Bond Program Community Engagement Meeting that took comments from the public, the Preliminary Engineering Report for Phase 2 of this project was transmitted to Harris County Commissioners Court in June 2021. Phase 2 is now in the Design stage. This design will include channel conveyance improvements and multiple stormwater detention basins from F.M. 2920 to the confluence with Willow Creek, as well as deepening the section being constructed in Phase 1.
