Recent Actions

May 19, 2020 – Harris County Commissioners Court approved updates to project details in the 2018 Bond Program List. Update corrects project title and funding to reflect project consolidation with Bond ID C-02; project funding also updated based on draft report information.

March 10, 2020 - Harris County Commissioners Court authorized the acquisition of five tracts of land in support of this project.

January 28, 2020 - Harris County Commissioners Court accepted a Preliminary Engineering Report for this project.

February 26, 2019 – Harris County Commissioners Court authorized an agreement between Harris County Community Services, Harris County Commissioner Precinct 2 and the Harris County Flood Control District to use $9.58 million in Community Development Block Grant-Disaster Recovery program funds in support of this project.

November 13, 2018 – Harris County Commissioners Court approved a $604,471 contract with an engineering firm for preliminary engineering of this project 

December 3, 2018 – Project Kick-off Meeting


This project involves several components to improve the conveyance of stormwater and to reduce flooding risks in this area: 

  • Excavation of unnamed Stormwater Detention Basins, HCFCD Units P518-11-00 and P518-21-00 
  • And related channel conveyance improvements to Tributary P118-21-00 

Stormwater detention basins reduce flooding risks and damages during heavy rain events by safely storing excess stormwater and slowly releasing it back to the bayou when the threat of flooding has passed.


This project will be located along Tributary P118-21-00, from Halls Bayou to just north of Aldine Mail Route Road.


This project is currently in the PRELIMINARY ENGINEERING stage. This stage of the project will result in a recommended project, then advanced to the DESIGN stage.

Bond Project Listing

Bond Project C-25 is a potential “Partnership” project. The Flood Control District has applied for a Community Development Block Grant-DR grant in connection with this project. Total allocation for this project is currently $13.5 million on the Bond Project List, of which approximately $9.5 million would be partnership funding, if granted, and $4 million would be local costs. If partnership funds are not available, the project would be funded totally from the 2018 Bond Program as a “Local Only” project.

Project Lifecycle

Every flood damage reduction project is unique. Yet each project begins and ends, with common and predictable milestones along the way. Whether a project moves forward – and how quickly – depends on many factors, including the availability of funding at each milestone, shifting community priorities for flood damage reduction, and other changing circumstances (such as the price of trees or concrete) from year to year.
