May 19, 2020 – Harris County Commissioners Court approved updates to project details in the 2018 Bond Program List. Update consolidates project with Bond ID C-27 into a single project.

November 13, 2018 – Harris County Commissioners Court approved an $864,985 agreement with an engineering firm to conduct preliminary engineering in support of this project 

August 28, 2018 – Harris County Commissioners Court authorized negotiations with an engineering firm to complete a preliminary engineering report in support of this project

The goal of this project is to reduce flooding risks by improving the capacity of Halls Bayou Tributary P118-23-00 and Sub-Tributary P118-23-02 to convey stormwater during rain events.

This project is part the Watershed-Wide Project Implementation Program for Halls Bayou.


Tributary P118-23-00 is located just upstream (west) of Hardy Toll Road with an approximate length of 1.5 miles and drainage area of 780 acres. The channel terminates at Canino Road. Sub-tributaryP118-23-02 intersects with P118-23-00 near Gulf Bank Road.


This project is currently undergoing an Alternatives Analysis as part of the PRELIMINARY ENGINEERING stage. This stage of the project will result in a Preliminary Engineering Report with a recommended project that can be taken to Harris County Commissioners Court for approval and then advanced to the DESIGN stage. The PER may identify needed right-of-way acquisition, utility relocation and a preliminary cost estimate.

Bond Project Listing

Bond Project C-26 is a potential future Partnership project with the City of Houston and Harris County. The Flood Control District has also applied for funding through the Texas Water Development Board’s Flood Infrastructure Fund and is considering additional grant options. Total allocation for this project is currently $28 million on the Bond Project List, of which approximately $25.2 million is partnership funding and $2.8 million is local funding.

Project Lifecycle

Every flood damage reduction project is unique. Yet each project begins and ends, with common and predictable milestones along the way. Whether a project moves forward – and how quickly – depends on many factors, including the availability of funding at each milestone, shifting community priorities for flood damage reduction, and other changing circumstances (such as the price of trees or concrete) from year to year.
