May 19, 2020 – Harris County Commissioners Court approved new Bond ID added to the 2018 Bond Program List.

PROJECT DESCRIPTION

This project will create and manage a watershed-wide implementation plan for 2018 Bond Projects within the Halls Bayou watershed. The local Bond Implementation Management (BIM) project will provide coordination of implementation and construction of projects in the Halls Bayou watershed. Funding allocated from the Bond ID C-41 partnership project that had been proposed with the Corps of Engineers which did not receive funding.

February 25, 2020 – Harris County Commissioners Court approved a $47.6 million agreement with an engineering firm to manage an implementation plan for bond projects within the Halls Bayou watershed

November 12, 2019 – Harris County Commissioners Court approved an additional $40,000 for engineering services in support of this project.

June 25, 2019 – Harris County Commissioners Court authorized a $400,000 agreement with an engineering firm to research and develop an implementation plan for Halls Bayou watershed bond projects.

May 14, 2019 – Harris County Commissioners Court authorized negotiations with an engineering firm to assist with a watershed-wide implementation program for Halls Bayou projects.

Project Description

This project will create and manage a watershed-wide implementation plan for 2018 Bond Projects within the Halls Bayou watershed. The local Bond Implementation Management (BIM) project will provide coordination of implementation and construction of projects in the Halls Bayou watershed. Funding allocated from the Bond ID C-41 partnership project that had been proposed with the Corps of Engineers but did not receive funding.

The Flood Control District is taking a watershed-wide approach to planning for this area. This approach provides a holistic view of activity in the watershed and enables the Flood Control District to deliver projects strategically and efficiently in a heavily developed area. Projects will include stormwater detention basins, channel improvements on Halls Bayou tributaries, and right of way acquisition for floodplain preservation.

The Halls Bayou Flood Risk Reduction Implementation Program is a current effort that builds upon an earlier Halls Bayou Vision Plan for reducing flooding risks in the Halls Bayou watershed. Also known as Halls Ahead and created with extensive community input between 2012 and 2013, the Vision Plan outlined an ambitious $1.7 billion in channel improvements across more than 20 miles of open channels, plus stormwater detention basins. The recommended channel improvements included the Halls Bayou main stem (HCFCD Unit P118-00-00) and notable tributaries, strategically combined with more than 10,000 acre-feet of additional stormwater detention storage.

Public Information Session

A series of projects in the Halls Bayou watershed are included in two separate applications for federal funding through the Community Development Block Grant for Mitigation (CDBG-MIT) Program. The projects included are Bond Project IDs: C-01, C-23, C-24, C-26, C-28, C-30 and C-41. A virtual Public Information Session to discuss these projects was held on:
