Capital Improvement Program

Capital projects are projects that expand the current drainage system to reduce flooding risks. These projects can be financed by bonds, annual tax-supported appropriations, grants and other sources.


Active Capital Projects

Capital projects reduce flooding risks and damages by expanding channels or constructing new stormwater detention basins or buying out floodprone homes. Bond funding, federal grants, and local partnerships help finance these projects.

Multi-Watershed Z Projects

The 2018 Bond Program included several Bond IDs with a common theme – such as Partnership Projects or Emerging Technology – that grouped multiple individual projects, often from multiple watersheds. These Bond IDs were designated with the letter Z, followed by two digits. Projects grouped in these Z Projects that involve only one watershed will also be found in that watershed section of the website.

Subdivision Drainage Projects

Subdivision drainage projects managed by the Harris County Engineering Department improve the internal drainage systems and related infrastructure that convey stormwater from neighborhoods to major drainage channels or bayous maintained by the Flood Control District. Internal drainage systems include underground storm sewer systems and roadside ditches, and are typically the responsibility of the underlying municipality, utility district and/or Harris County in unincorporated areas.
