This project involves analyzing, designing and constructing a bypass channel on the west side of Luce Bayou near Lake Houston to reduce flooding risks. The bypass channel would decrease water surface elevations in Luce Bayou by rerouting flows from Luce Bayou upstream of the confluence of Mexican Gully (HCFCD Unit S114-00-00) and discharging the flows back into Luce Bayou upstream of the confluence of Red Gully (HCFCD Unit S102-00-00). The exact location of the proposed Luce Bayou Bypass Channel has not been finalized.
The proposed Luce Bayou Bypass Channel Project is one of the recommended projects that resulted from the Huffman Drainage Analysis (Bond ID F-110) that investigated sources of flooding in the Huffman area and provided three proposed projects to reduce flooding:
a stormwater detention basin near the county line;
- deepening and widening Luce Bayou; and
- constructing a bypass channel to divert water during extreme rain events off the main stem so that stormwater can enter Luce Bayou in a more controlled manner.
A preliminary route was assumed during the Huffman Drainage Analysis investigation, but the exact location of the Luce Bayou bypass channel has not been finalized. In the preliminary engineering stage of this project, a more detailed evaluation of the site conditions, environmental and geotechnical considerations, and design configuration will be conducted in order to determine a recommended route for the bypass channel. The Preliminary Engineering Stage is expected to be complete in fall 2021.
In September 2020, the project team will be meeting with potentially affected property owners regarding property impacts and potential solutions to minimize impacts. Due to the lack of Flood Control District-owned right-of-way and publicly available property in the proposed project area, property acquisition will be necessary to construct the proposed bypass channel.
Once a recommended alignment for the proposed bypass channel has been identified, meetings with impacted property owners will be scheduled, and a Flood Control Bond Project Community Engagement meeting will be held to present the recommended project and discuss the next steps.
