July 20, 2021 – Harris County Commissioners Court authorized a change in construction contract for the Kleb Woods stormwater Detention basin improvements, with no change to the contract amount.

May 11, 2021 – Harris County Commissioners Court approved a change in contract, adding 57 calendar days and an increase of $79,695 to the contract amount for construction stage engineering services in support of this project.

March 9, 2021 – Harris County Commissioners Court approved the joint funding structure between Harris County Engineering Department and the Flood Control District for this project.

December 15, 2020 - Construction began.

October 27, 2020 - Harris County Commissioners Court awarded a $2,742,281 contract for construction of this project.

September 29, 2020 – Harris County Commissioners Court approved $69,344 for materials engineering and testing services in support of this project.

August 25, 2020 – Harris County Commissioners Court approved the Flood Control District to advertise for construction bids in support of this project.

May 19, 2020 - Harris County Commissioners Court approved updates to project details in the 2018 Bond Program List. Update changes funding to reflect engineers estimate and pending construction bid.

April 28, 2020 - Harris County Commissioners Court approved a joint funding structure between the county and the Flood Control District in connection with Mueschke Road and this project.

February 11, 2020 - Harris County Commissioners Court authorized an additional $69,835 for preliminary design of this project.

July 30, 2019 – Harris County Commissioners Court authorized a joint funding structure between Harris County and the Flood Control District in support of this project.

June 4, 2019 – Harris County Commissioners Court authorized negotiations with an engineering firm for materials engineering and testing services in support of this project.

January 8, 2019 – Harris County Commissioners Court authorized a $1,000 excavation and removal agreement in support of this project.

December 18, 2018 – Harris County Commissioners Court accepted a Preliminary Engineering Report and authorized the Flood Control District to proceed with design and construction of this project.

Project Description

The Kleb Woods Stormwater Detention Basin project involves design and construction of a stormwater detention basin to reduce flooding risks in the watershed, and to mitigate for the widening of Mueschke Road. The basin will help reduce existing flood levels and allow for future stormwater infrastructure improvements that will reduce the risk of flooding in this area.

The 106-acre basin site is located just south of the Kleb Woods Nature Preserve & Center in northwest Harris County. The site has been significantly excavated through previous excavation and removal contracts. Construction on Phase I of the ultimate basin began in late 2020 and was completed in 2021. A second phase of additional excavation by Harris County Precinct 3, as mitigation for Mueschke Road development, began in 2021.

When all phases are complete, this basin is expected to hold an estimated 595-635 acre-feet, or 194-207 million gallons of excess stormwater.

This project is part of the Little Cypress Creek Frontier Program, which focuses on the 52 square-mile Little Cypress Creek watershed in northwest Harris County. This area, which is experiencing rapid development with construction of the Grand Parkway, lacks sufficient natural drainage to accommodate expected growth. By collaborating with landowners and developers, the program works to identify a large-scale, mutually beneficial plan for drainage that cost effectively maximizes stormwater mitigation, flood damage reduction and water quality, as well as opportunities for public recreational amenities and open space./p>

Projects that are part of the Little Cypress Creek Frontier Program will be partially funded by the 2018 HCFCD Bond Program. Development impact fees also support the frontier program. Total allocation for Bond Project F-33 is currently $3.7 million. Stormwater detention basins reduce flooding risks and damages during heavy rain events by safely storing excess stormwater and slowly releasing it back to the bayou when the threat of flooding has passed.
