February 2020 – Construction began on Package 1. 

January 20, 2020 – Construction bids are due for Package 2, with project sites on Horsepen, Langham, Bear and South Mayde creeks. 

January 7, 2020 – Harris County Commissioners Court awarded a $5.99 million contract for construction of Package 1, with project sites on Horsepen, Langham and South Mayde Creek. 

October 8, 2019 – Harris County Commissioners Court approved the watershed rehabilitation project to advertise for construction bids. 

March 2018 – Construction began on the pilot project 

November 13, 2018 – Harris County Commissioners Court approved a $3.9 million agreement with an engineering firm for final design of a pilot project

PROGRAM DESCRIPTION

The Addicks De-Silt Program will consist of multiple comprehensive projects to evaluate and, if necessary, de-silt channels for which the District has property rights that drain directly to the Addicks reservoir. In addition, this program will evaluate repair impacts, and develop construction and maintenance plans, in coordination with the U.S. Army Corps of Engineers as appropriate. 

The goal of this program is to make sure these channels are functioning at design capacity as they carry stormwater out of surrounding neighborhoods and into the federal reservoir. The program is limited to channels within Harris County and for which the Flood Control District has property rights. Rainfall within the 138-square-mile Addicks Reservoir watershed drains along 159 miles of open waterways, including Langham Creek (U100-00-00), South Mayde Creek (U101-00-00), Bear Creek (U102-00-00), Horsepen Creek (U106-00-00), and its tributaries. 

As a part of the Flood Control District’s overall maintenance operations, this program follows the Tax Day 2016 and Hurricane Harvey storms, which sent record levels of sediment-laden stormwater through the channels leading into the reservoir, and caused severe erosion in some areas.

PILOT PROJECT DESCRIPTION

This work effort began with a pilot project to remove sediment from four channels near Addicks Reservoir and to restore them to their design capacity, if found to be required. Results of the pilot project will be used to guide procedures and develop the budget for a wider effort in the Addicks Reservoir and Barker Reservoir watersheds. A goal of this effort is to determine a cost per mile of channel de-silted and repaired. This cost data will be used to plan the work and budget on the other 17 channels, using funds from the 2018 Bond Program. 

On January 30, 2018, Harris County Commissioners Court awarded a $13.32 million construction contract to Lecon Inc. for this pilot project. The duration of the construction activities is 780 calendar days, which began on March 19, 2019.

Pilot Project Areas

The construction Project, Z100-00-00-X260, is used to combine the construction activities along the four (4) channels, included in the Pilot Project. The scope of work consist of sediment removal and erosion/slope repairs along the downstream limits of: Langham Creek (U100), Bear Creek (U102), Horsepen Creek (U106), and Langham Tributary (U107).

PACKAGE 1 DE-SILT DESCRIPTION

This package will remove accumulated sediment from Harris County stormwater channels that drain into the Addicks Reservoir. On Tuesday, January 7, Harris County Commissioners Court awarded a $5.99 million construction contract to Lecon Inc. for this for the first de-silt package. This work is expected to remove approximately 180,000 cubic yards of silt from the channels.

Package 1 De-Silt Areas 

The construction project, Z100-00-00-X306, represents a combination of construction activities along three (3) channels. The scope of work consists of excavation and off-site disposal along portions of Langham Creek, South Mayde Creek, and Horsepen Creek.

PACKAGE 2 DE-SILT DESCRIPTION

This package will remove accumulated sediment from Harris County stormwater channels that drain into the Addicks Reservoir. On Monday, January 27, construction bids open for the second de-silt package. This work is expected to remove approximately 143,800 cubic yards of silt from the channels.

Package 2 De-Silt Areas 

The construction project, Z100-00-00-X307, represents a combination of construction activities along seventeen (17) channels. The scope of work consists of excavation and off-site disposal along the tributaries of Langham Creek, South Mayde Creek, Bear Creek, and Horsepen Creek.
