Construction Update: Mud Gully (Beamer Ditch) Channel Conveyance Improvements Project Update

In an effort to keep you informed about the Harris County Flood Control District’s continuing improvements in the Clear Creek Watershed, we want to provide an update on construction activity in your area.

We are pleased to report that construction is now underway on two of the three segments that are part of the Mud Gully (Beamer Ditch) Channel Conveyance Improvements Project (HCFCD Project ID: A120-00-00-C004).

Segment 1 resumed in March 2023 and is anticipated to be complete in spring 2024. This segment stretches from Sagedowne Lane to Scarsdale Boulevard. Please be advised that the left westbound lane may be closed outside of regular working hours to facilitate water line repairs in this area.

Construction on Segment 3 began in October 2023 (vs. the original estimate of spring 2024) and is anticipated to be complete in spring 2024. This segment extends from Astoria Boulevard to just downstream of Beamer Road. The Beamer Road bridge will shut down eastbound traffic past Astoria Boulevard. Eastbound traffic takes Scarsdale Boulevard to Blackhawk Road, then west to FM 1959, and travel north where traffic meets back up at Beamer Road. The Astoria Boulevard bridge, as well as westbound Beamer Road, will remain open during this phase.

The estimated start date on Segment 2 has changed. It is anticipated to begin in spring 2024 and end in summer/fall 2024. Construction will begin at Scarsdale Boulevard and end at Astoria Boulevard. When construction occurs below the Astoria Bridge, traffic will be routed to either Scarsdale Boulevard or the U-turn available between the Beamer Road eastbound and westbound lanes.

Residents near the project area may see increased construction activity, which will include trucks and heavy machinery. Residents are urged to respect all warning signs as work crews move around the area.

The Mud Gully (Beamer Ditch) Channel Conveyance Improvements project is funded and constructed as part of the Clear Creek Federal Flood Risk Management Project. The project includes constructing approximately 55,911 square yards of concrete channel lining to widen A120-00-00 (Mud Gully) and removing and replacing storm sewer system components.

Once construction is complete, the channel bottom will be widened to 45 feet, with a side slope range that is typically two to three feet horizontal and one foot vertical. Since the width of the channel is limited by Beamer Road on both sides, the concrete lining allows for the maximum volume of water to be conveyed within the channel, decreasing the water surface elevation, which provides the benefit of helping to reduce flood damage risk. Although the flow in the channel will increase, areas downstream will not be impacted because the additional flow will be mitigated by the South Belt Stormwater Detention Basin, which was substantially completed in fall 2022.
