Construction Update for White Oak Bayou Federal Flood Damage Reduction Project

In an effort to keep you informed about the Harris County Flood Control District’s continuing improvements in the White Oak Bayou Watershed, we want to provide an update on construction activity in your area.

We are pleased to report that construction is underway on both of the final segments of the White Oak Bayou Federal Flood Damage Reduction Project: E100-00-00-E005 (FM1960 to Hollister) and E100-00-00-E007 (Hollister to Cole Creek).

Construction on E100-00-00-E005 (FM1960 to Hollister) has been underway since early January 2023 and is anticipated to be complete by spring 2024.
September 5, 2023, marks the day that the contractor was given the notice to proceed for E100-00-00-E007 (Hollister to Cole Creek). The contractor has started to mobilize and begin construction-related activities. Construction on this segment is anticipated to be complete by fall 2024.

The construction on these segments includes channel excavation, channel grading, and outfall pipe replacements. Road bridges, pedestrian bridges, and pipe bridges will have slope paving, channel lining, and rip rap installed to help protect the structures from damage and erosion.

Residents near the project areas may see increased construction activity around these waterways, which will include trucks and heavy machinery. Residents are urged to respect all warning signs as work crews move around the area. Trails in the project limits will remain closed for the duration of construction for the safety of the public and construction personnel.

Upon completion of construction on the White Oak Bayou Federal Flood Damage Reduction Project, the Flood Control District estimates that most areas within the limits of the project area will see water surface elevation reductions of 0.64 to 2.49 feet for the 1 percent (100-year) rainfall event. As per federal grant requirements associated with this project, the White Oak Bayou Federal Flood Damage Reduction Project also includes the implementation of recreational features to include the installation of hike and bike trails along the main stem, bypass channel, and around the detention basins within the federal project limits. Additionally, new hike and bike trail parking lots will be constructed adjacent to area detention basins.
