Recent Action

February 8, 2022 – Harris County Commissioners Court authorized the approval of a $552,356 feasibility study for drainage improvements in tributaries west and south of Lake Houston in support of of this project.

October 12, 2021 – Harris County Commissioners Court authorized negotiations with an engineering firm to provide a feasibility study of the San Jacinto River tributaries near Atascocita in watersheds west and south of Lake Houston. 

 August 10, 2021 – Harris County Commissioners Court initiated and directed the Flood Control District to proceed with this project

Project Description

G103-00-00-P006 is a planning study that was initiated in June 2022 to identify alternatives to reduce riverine flood risk in the area in and near Atascocita, which is primarily served by tributaries to the south of the West Fork of the San Jacinto River, and west of Lake Houston. The study area includes all small tributaries west of Lake Houston and the San Jacinto River but focuses on 15 tributaries with significant flooding problems. These streams total approximately 56 miles and required 25 miles of new detailed hydrologic and hydraulic (H&H) modeling. The study area includes unincorporated areas of Harris County and areas within the City of Houston and City of Humble.

Much of the study area is impacted by the backwater flow of Lake Houston. However, structural flooding from recent events is seen scattered throughout the region and this flooding may be associated with problems such as insufficient channel capacity, or insufficient local neighborhood drainage infrastructure or undersized hydraulic structures in the various tributaries within the study area. The overall goals of this study are to:

  1. Review, assess and compile background data, reports, and models and obtain an understanding of the key watershed features, the existing flood risk, and previous efforts to reduce it.
  2. Perform detailed H&H modeling, estimate flood magnitude for various hypothetical events, and identify the areas of greatest risk due to flooding within the study area.
  3. Identify and evaluate potential flood risk reduction concepts and develop feasibility-level plans for the alternatives.

Ultimately, this study will identify and quantify flood risk and recommend potential projects to reduce flood risk in the study area. The Final Engineering Report will include the formulation of flood reduction concepts as well as the evaluation of these concepts using pre-determined criteria. Additionally, it will include recommendations pertaining to the implementation of the identified flood risk reduction projects using $10 million of allocated funds from the 2018 Bond program.
